Basement bathroom addition

Adding a bathroom below the sewer line, with the pump or break-up options, the permit, and the Ottawa flooding question.

Adding a bathroom to an Ottawa basement is a different project from renovating one upstairs, because the drain has to get to a sewer that may be above it. How you solve that decides most of the cost, and it is worth understanding before you get quotes.

Step one: find out where your sewer lateral leaves the house, and how high. If the lateral exits low enough, gravity drainage works and the bathroom is conventional. If it exits above the proposed fixture level, which is common in houses with a shallow basement or a high street sewer, you need either a pump or a break-up. A camera inspection and a measurement settle this in an hour and it is the first thing a competent contractor will do.

Step two: choose the drainage method. Three options. Breaking up the floor slab and running new gravity drainage to the existing lateral gives an ordinary bathroom with no mechanical parts, and it is the best long-term answer where the levels allow. A sewage ejector pit, a sealed basin in the floor with a grinder or effluent pump, handles a full bathroom where gravity will not reach and is the standard solution. A macerating toilet system, which sits above the floor and pumps up a small-diameter line, avoids breaking concrete entirely and is the cheapest and least invasive option, at the cost of a mechanical unit behind the toilet and noticeably more noise.

Step three: the permit. This is unambiguously permit work. The City of Ottawa requires a permit for alterations, additions or extensions to a plumbing system, and adding a bathroom where none existed is an extension, not a fixture replacement (City of Ottawa, Do I need a building permit). Framing new walls is separately listed as permit work. Expect inspections at rough-in before anything is closed up, and plan the schedule around them.

Step four: ventilation, which is harder in a basement. A basement bathroom needs mechanical exhaust to the outside, and in a basement that usually means a long duct run to a rim joist or a window well rather than a short run to a roof vent. Long runs need a fan sized for the static pressure rather than the nominal rating, insulated duct through cold space, and a proper exterior hood with a damper. The Code's ventilation provisions set principal exhaust capacity by bedroom count, from 15 litres per second for a one-bedroom dwelling up to 45 for five (OBC 9.32.3.4, Principal Exhaust), with supplemental exhaust required to bring the total kitchen, bathroom and water closet exhaust up to the required total minus the principal fan (OBC 9.32.3.5, Supplemental Exhaust). A basement bathroom fan that discharges into the joist space is a mould problem waiting to happen.

Step five: the finishes. Concrete floors are cold and can pass moisture, so a subfloor panel system or an uncoupling membrane over a sealed slab earns its small extra cost. Shower waterproofing follows the same rules as anywhere: moisture resistant backing behind the tile (OBC 9.29.10.4, Moisture Resistant Backing), a complete membrane system, a flood-tested pan, and a mildew-resistant sealant to CAN/CGSB-19.22-M at the tile joint (OBC 9.29.10.5, Joints between Tiles and Bathtub).

How long it takes. Four to seven weeks for a full basement bathroom where the slab is broken up, including the concrete cure time and the inspection schedule. Three to five weeks with an ejector pit. Two to three weeks with a macerating system, since there is no concrete work.

What it costs in Ottawa in 2026. Indicative. A macerating-toilet bathroom in a framed basement space commonly runs $12,000 to $20,000. An ejector-pit bathroom is usually $20,000 to $35,000. Breaking the slab and running gravity drainage is $25,000 to $45,000. What moves the number: slab thickness and what is under it, the distance to the lateral, whether a new vent stack has to be run up through finished floors, the duct route for the fan, and whether the electrical panel has capacity for the new circuits.

The Ottawa flooding question, which matters here more than anywhere else in the house. A fixture below the level of the street sewer can be a route for sewer backup into your basement. Ottawa's Residential Protective Plumbing Program subsidises protective devices, announcing $1,000 for interior backwater valves, $2,500 for an exterior storm backwater valve, $1,500 for a sump pump in an existing sump pit and $3,000 for a sump pump in a new pit, plus 100 per cent of the building permit fee for protective plumbing work (City of Ottawa, Residential Protective Plumbing Program announcement). Eligibility depends on conditions the City sets out, and the City's own programme page returns an error to automated reading, so confirm the current eligibility rules and deadlines directly with the City before you rely on them. If you are already breaking the floor to add a bathroom, that is by far the cheapest moment in the life of the house to add a backwater valve.

Which credentials are required, and what to ask. Plumber is a compulsory trade in Ontario, trade code 306A, requiring a Registered Training Agreement, a Provisional Certificate of Qualification or a Certificate of Qualification (Skilled Trades Ontario, Plumber, trade code 306A). Electrical work for hire must be done by a Licensed Electrical Contractor with a notification of work filed with the Electrical Safety Authority before the work begins (Electrical Safety Authority, Notifications and inspections). Then ask: where does my lateral exit and at what height. Gravity, ejector pit or macerator, and why. Is a new vent stack needed, and where does it go. Where does the exhaust duct discharge. Is a backwater valve worth adding while the floor is open. Who applies for the permit and books the inspections.
